The Central Valley Area
The greater Phoenix area has experienced extensive growth over the years putting a strain on Arizona’s freeway systems. As a result, the voters have approved freeway improvements to the central area of the Valley in order to provide efficient freeway capacity.
The central area improvements include expansion of Interstate 10 (Maricopa Freeway) and Interstate 17 (Black Canyon Freeway); additional HOV lanes for State Route 51; and an extensive evaluation of State Routes 143 and 153.
ADOT is committed to working with local governments and our transit partners to evaluate freeway impacts to our surrounding communities. This includes partnering with Phoenix Sky Harbor International Airport, the cities of Tempe and Phoenix, and working closely with Valley Metro for bus services and Metro for rail service.

Central Valley Projects
Interstate 10 (Maricopa Freeway)
Project: I-10 from State Route 51 to Loop 202
Description: Develop and prepare a design concept report evaluating the alternatives to implement a new Collector-Distributor (C-D) Road system along I-10 from Buckeye Road to Baseline Road.
Schedule: Final design – Fall 2008
Project: Ray Road Bridge Improvement Project
Description: Widening of the Ray Road Bridge over I-10 to provide three through lanes in each direction, dual left turn lanes, and a right turn lane to enter Ray Road.
Schedule: Summer 2006 – Summer 2007

State Route 51 (Piestewa Freeway)
Project: State Route 51, Shea Boulevard to SR 101L
Description: Construction of HOV lanes from Shea Boulevard to Loop 101
Schedule: Winter 2007

Interstate 17 (Black Canyon Freeway)
Project: McDowell Road to Arizona Canal
Description: Develop and prepare a design concept report (DCR) analyzing alternative means to provide two additional general purpose lanes in each direction.
Schedule: Phase III of the Regional Transportation Plan
Project: I-17 Screen Wall Project
Description: Construction of a 5 ft. screen wall on the north side of I-17 from 7th Street on the east to 19th Avenue on the west.
Schedule: July – December 2006

US 60 (Superstition Freeway) Projects
Project: US 60 Widening (Mesa)
Description:
- Major capacity improvements to US 60 between Gilbert and Power Roads are underway.
- Widening US 60 to five lanes plus a HOV lane in each direction between Gilbert Road and Power Roads.
- Adding sound barriers along US 60 and paving the freeway with rubberized asphalt to reduce traffic noise.
- Adding ramp meters, cameras and message signs to monitor traffic conditions and communicate to drivers.
Schedule:
- Construction to be completed summer 2007
Project: US 60 Widening (Tempe)
Description:
- Design concept report and environmental study on US 60 from the Loop 101 to Mill Avenue
Schedule:
- Study initiated - early 2007
- Study length - 14-16 months
- Design plans for construction - 2008
- Construction begins - 2010
