Major improvements, including new freeway lanes and interchanges, are planned on Interstate 17 (Black Canyon Freeway) north of Loop 101. I-17 is a major north-south freeway through Phoenix and the primary connection between Phoenix and northern Arizona.
These improvements are part of the 20 year Regional Transportation Plan (RTP) approved by voters in 2004. Funding for this multimodal, Maricopa County plan became effective January 2006.
The planned improvements along I-17 north of Loop 101 are described below, including the timeframe or “phase” in which the improvements are expected to occur. The 20 year program of transportation improvements in the Regional Transportation Plan is divided into four phases, based on when the funding would be available for those specific improvements.
Funding scheduled in the Regional Transportation Plan for this section of I-17 includes:
- Additional lanes (one general purpose and one HOV),
- New interchanges at Jomax Road, Dixileta Drive, Dove Valley Road and Lone Mountain Road (at the future Loop 303 alignment), and improved interchanges at Deer Valley Road and Carefree Highway, and
- Frontage roads extended to Dixileta Drive and converted to one way to improve safety and traffic flow; and
- Improved drainage
ADOT anticipates completing all I-17 projects from Loop 101 to SR 74 (Carefree Highway) by the end of 2009.
The Regional Transportation Plan identifies the addition of a third lane and a HOV lane in each direction along this section of I-17. Originally scheduled in Phase IV (2021-2025) of the Regional Transportation Plan, construction of the general purpose lane was advanced to Phase I by the State Transportation Board with funding allocated from the Statewide Transportation Acceleration Needs (STAN) account in late 2006. Construction of this project is now anticipated to begin in 2009. Construction of a HOV lane along this section of I-17 remains scheduled in Phase IV of the plan.
A third general purpose lane in each direction will be added along this section of I-17 during the last phase of the Regional Transportation Plan (Phase IV – 2021-2025). An initial study has been completed for these improvements, but a full environmental process needs to be conducted to meet NEPA requirements. ADOT proposes beginning design of the lane widening in 2022 and construction in 2024.
